The term originates from the Roman practice of executing one out of every ten soldiers in a legion as punishment (Latin 'decimare' meaning 'to take a tenth'). It implies a substantial loss, though not necessarily a complete annihilation. While traditionally referring to a tenth, modern usage often indicates a much greater proportion of loss, highlighting significant damage and reduction in numbers.
